The Airport Development Program refers to the Capital Improvement Program for projects at Phoenix Sky Harbor International, Phoenix Goodyear, and Deer Valley Airports. The projects could be implemented in phases over ten years and includes construction of:

• A PHX Sky Train to connect the Valley METRO light rail system from 44th Street and Washington to the East Economy Parking Lot and Terminal 4
• Various improvements to existing terminals and airfields
