The Streets Department, Procurement Section of the Planning, Design & Programming Division coordinates the construction contracting process for capital improvement projects using design-bid-build, job order contracts, design-build, and construction manager at risk project delivery methods. The section handles all aspects relating to the construction contracting process from advertisement through contract award and execution. The section is also responsible for managing the selection of contractors for construction manager at risk and design/build projects. 2010-2011 Job Order Contractor (JOC) Opportunities

Job Order Contracting (JOC) is a way for organizations to get numerous projects done quickly and easily through multi-year contracts. JOC provides the methodology to execute simultaneous orders for renovation, rehabilitation and repair work for large facilities and infrastructures. The JOC contractor provides "on call" construction services from concept to close-out. These contractors provide a variety of consultant services to prime construction contractors.

The City of Phoenix is seeking a qualified consultant firm to provide services associated with the maintenance and operation of remediation systems at the former West Sky Harbor Fueling Facility Leaking Underground Storage Tank (LUST) Remediation Project. The West Sky Harbor Fueling Facility LUST Remediation Project is located within the contiguous boundary of Phoenix Sky Harbor International Airport. Preference will be given to firms that can demonstrate previous experience in monitoring, operating and maintaining remedial systems at similar liquid phase and dissolved phase petroleum hydrocarbon release sites. Terminal 4 Food and Beverage (F&B) Infrastructure Improvements Construction Manager at Risk (CMAR)

The City of Phoenix Aviation Department is seeking a qualified Construction Manager at Risk (CMAR) to provide design phase assistance and complete construction services for the infrastructure required for the operation of the Terminal 4 Food and Beverage venues located at Phoenix Sky Harbor International Airport (PSHIA).

This project is to provide the infrastructure required for the operation of Food and Beverage venues without affecting the day to day business operation of the Airport and their tenants. This effort encompasses all Food and Beverage concession blocks of space at Terminal 4. This project will include construction of various mechanical, plumbing, electrical and fire protection infrastructure to each of the proposed tenant spaces. Demolition and replacement of existing building elements may be required for installation of the infrastructure elements. The work will also include removal and replacement of apron concrete and sidewalk for sewer lines and grease interceptor installation.

T 3 PARKING GARAGE LIGHTING UPGRADES 1-STEP DESIGN-BUILD

The City of Phoenix is seeking a qualified Design-Build Team (DB Team) to provide 1-Step Design-Build services for the T3 Parking Garage Lighting Upgrades project located at Phoenix Sky Harbor International Airport (PSHIA). The estimated total cost for design and construction for this project is $2.1 million. Phoenix Sky Harbor International Airport Taxiway A Connectors Reconstruction – Construction Manager at Risk (CMAR)

The City of Phoenix is seeking a qualified Construction Manager at Risk to provide limited design phase services and complete construction services for the Taxiway A Connectors Reconstruction project located at Phoenix Sky Harbor International Airport. The Taxiway A connectors have approximately 11,300 square yards of asphalt concrete surface that will require either mill and overlay or total reconstruction. Approximately 10,000 tons of asphalt concrete may be required for repaved surfaces. Electrical and edge lighting, signage, drainage, striping and infield work will be required. Deer Valley Airport North Runway Pavement Rehabilitation Services (FAA)

The north runway has approximately 40,000 square yards of asphalt concrete surface that will require 2” asphalt pavement mill and overlay. 13,000 square yards of asphalt concrete surface of the shoulders will require mill and overlay as well. Drainage improvements, runway lighting adjustment, pavement striping and layout will be required. Phasing of the work may be necessary to accommodate airport operations during construction. Design will be in accordance with the applicable FAA Advisory Circulars for design, construction and grant compliance. The preferred design consultant shall have design experience in an active airport operations environment and experience in coordinating projects with airport user groups. Services may include multi-phased engineering design services. The design elements shall include, but not limited to the following: mill and overlay the north runway in FAA P-401 asphalt concrete pavement; survey; retain a geotechnical engineer to validate structural pavement requirements; provide updated pavement striping layout; update drainage and electrical and plans, as needed.

GYR Airport taxiway Alpha Lighting and Signage Modification Design Services (FAA)

PSHIA Taxiway A Reconstruction Phase 2 (FAA)

The City of Phoenix is seeking a qualified contracting firm to perform the project listed below the Taxiway Alpha Reconstruction Phase 2. It is currently constructed in asphalt pavement whose pavement life has been expended and requires reconstruction. The successful bidder may perform multi-phased construction services. The construction elements shall include, but are not limited to the following: mill approximately 145,000 square yards, earthwork (unclassified excavation and subgrade preparation), aggregate base course (6” thick), plant mix bituminous, bituminous tack coat, construction survey, installation of storm drain pipes, investigate utility conflict, install taxiway connectors’ edge conduit, replace/ upgrade existing taxiway signage, removal/ replacement of centerline lead off lights and update pavement striping.

This is a federal-aid project. The prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, shall be the minimum wages paid to the described classes of laborers and mechanics employed or working on the site to perform the contract. Disadvantaged Business Enterprise availability has been established for this project.

PHX Landside Pavement Maintenance (JOC)

Repairs of SHIA pavement. These will vary in complexity depending on the condition of the pavement and may take the form of removal and replacement, mill and overlay, applying some form of surface sealant to preserve the asphalt properties or a combination thereof.

Aviation Civil Construction Job Order Contract

The City of Phoenix selected two qualified Job Order Contractors based on qualifications to do business with the City of Phoenix on an "on-call" basis. At a minimum, the Aviation Civil Contractor will be performing construction/replacement services that may include but is not limited to: minor design work, earthwork and dust stabilization, concrete paving, pavement rehabilitation, landscape, electrical work, ADA retrofits, grading and drainage and underground utilities work.

Sound Insulation Mitigation Services (JOC) FAA

The City of Phoenix is seeking qualified Job Order Contractors to do business with the City of Phoenix on an “on-call” basis. This Job Order Contract (JOC) will provide general non-residential remodeling and repair construction services.

The Phoenix Sky Harbor International Airport’s Sound Insulation Mitigation Services provides voluntary sound mitigation services to property owners of non-residential structures. Sound mitigation services requires the addition or replacement of building materials to the envelope of a structure to ensure the necessary Noise Level Reduction between the exterior and the interior is achieved. These alterations to the structure typically include, but are not limited to, sound transmission class rated doors and windows, building insulation, new ceilings, HVAC upgrades or replacements, electrical upgrades and lead based paint and asbestos abatement. This is a Federal-aid project.

Aviation Asbestos and Lead Paint Abatement Services (JOC) FAA

The City of Phoenix is seeking a qualified Job Order Contractor (JOC) on an “on-call” basis. This JOC is for Aviation asbestos and lead paint abatement services for federally funded projects. The JOC services include asbestos and lead paint abatement to be provided to the City of Phoenix Aviation Department with the majority of the work to be conducted for the Community Noise Reduction Program (CNRP). Some additional work may be provided to the Aviation Department’s Planning & Environmental Division at/or surrounding City owned properties at Phoenix Sky Harbor International Airport. This is a Federal-aid project, the prevailing basic hourly wage rates and fringe benefit payments, as determined by the Secretary of Labor pursuant to the provisions of the Davis-Bacon Act, shall be the minimum wages paid to the described classes of laborers and mechanics employed or working on the site to perform the contract. A Disadvantaged Business Enterprise 0% availability has been established for this project.
